Massey Whorley is a senior healthcare consultant within the New York-Atlanta Health Practice. He joined Milliman to expand the healthcare policy service offerings by leveraging the company's actuarial and analytic strengths.
Experience
Massey has over 15 years of healthcare policy experience, including as a consultant, as a senior policy advisor to two Virginia governors, and as a nonpartisan legislative analyst. Combined with his analytical and forecasting expertise, he uses his deep knowledge of the U.S healthcare system, including federal and state healthcare finance law, to provide clients actionable insights on how legislation, regulations, and guidance impact stakeholders. He has experience with Medicaid and CHIP, Medicare FFS Parts B and D, Medicare Advantage, the Exchanges, Employer-Sponsored Insurance, and 340B, and understands how specific laws like the Affordable Care Act and the Inflation Reduction Act modified those programs.
Prior to joining Milliman, Massey held a senior role on the Policy Analytics team at Avalere Health where he led the modeling and forecasting work. Massey previously served two Virginia governors as a senior policy advisor and was the Director of Innovation and Strategic Initiatives at the Virginia Department of Social Services. Massey was also a senior policy analyst for The Commonwealth Institute for Fiscal Analysis, during which time he was appointed to and served on the Governor's 2015 Provider Assessment Work Group.
Massey started his career as a nonpartisan legislative analyst at Virginia's Joint Legislative Audit and Review Commission where he worked on a variety of healthcare issues, including conducting mandated health benefit reviews.
