Experience
Carmen is a key contributor and project manager to many aspects of actuarial consulting services that are provided to state Medicaid agencies. She has extensive experience with managed care capitation rate development for TANF and disabled populations, as well as dual demonstration programs, calculation and management of semi-annual risk adjustment factors, budget forecasting, fiscal impact analyses, state-directed payment consulting and strategic analysis, reserve analysis, and oversight of provider reimbursement analyses.
